 First thing to know is that just because there are heroes around?  Does not automatically make Satellite a Utopia like Neo Domino claims to be.

All of the Avengers who went there found out that yes, there was going to be a war that would cost lives, and it'd take place in Satellite.  They understand that.  They didn't, however, agree on how Neo Domino was treating Satellite.  So they started clearing the place up so it was properly habitable, with sustainable and easy to make materials that would last and be hardy.

But it didn't end there; they made sure to bring order, disbanding the gangs that had started to crop up and making sure that any orphaned kids got somewhere to sleep that was safe and something to eat each day.

And they made sure that each and every single one of those in Satellite understood one thing: that they were living in a warzone.  Right slap-bang in the middle of one that was waiting to happen.

Some would start to reference the feeling as being in a cold war.  The Signers weren't grown up yet and not all of them had been found.  The Dark Signers hadn't made their move.  Each waiting for the other to do something first, it seemed.

Any wanting to go remain in Satellite, go there, or even visit were told of this.  Neo Domino was made aware.

There are ferries back and forth between Neo Domino and Satellite, but no bridges.  Not yet.  Once the war is over, there might be, but... not yet.

The Signers themselves were kept a secret more or less; those in the know understood that if by some chance the Dark Signers caught wind of who they were, then they'd be killed before they had a chance to fight back, if they were even able to.

Jack is aware of his status, as his birthmark has been there for many years already.  Aki is also, and her parents, knowing this, are far more accepting of her (although still scared, but this isn't enough to make her run to Arcadia, just to make her still be a cold, dangerous person).

Kiryu, looking up to Captain America, is highly unlikely to become a Dark Signer, and although he made some passing comments on what he would have done had the heroes not arrived, he's not made any suggestion that he feels those plans are still needed.

Yuusei is staying in Satellite with Martha because of several reasons.  First is that Jack is there, and he sticks by his friends.   Second is that Martha's house is his home.  Third is that he knows about how his father was on the research team, and thinks that staying with the people who are affected by his actions is what his father would do in his place, out of a sense of responsibility even if not guilt per se.
